Context and Criticism The arrangement, said to be worth around £10 million annually, was initiated six years ago and has since come under fire. The backlash is due to the country's reported backing for the M23 rebel group in continuing hostilities in the eastern part of the neighboring Democratic Republic of the Congo. In February, Arsenal was criticized for committing a disrespectful act to the authorities in Congo by not arranging a meeting with Foreign Minister Thérèse Kayikwamba Wagner to discuss the partnership. Deal Composition and Aims Visit Rwanda serves as a division of the the country's development agency, which is a state institution. There is broad consensus that Arsenal entered into and upheld this partnership chiefly to increase their following across the continent.
