EU-Backed Arms Deliveries Start Via ‘Purl’ Scheme

The first military equipment delivered to Ukraine under a programme financed by EU allies are set to feature projectiles for Patriot air defence systems and Himars rocket launchers, Volodymyr Zelenskyy announced on Wednesday. The two initial batches are worth US$500m apiece. Ukraine has secured over $2bn in financing through the Prioritised Ukraine Requirements List. Ukraine’s president noted he expected the overall pledged amount to hit 3.5 billion dollars in October. A senior Nato representative based in Kyiv stated that multiple shipments via the programme have already been funded and deliveries are underway.

Security Updates

Authorities shuttered an airport in Volgograd and heightened refinery security for a Ukrainian drone attack early on Thursday morning. Between 10 and 15 explosions were heard and lights appeared in the sky as defensive measures opened fire, as stated by local sources.

Authorities believe a projectile fired at Russian drones by Polish aircraft that hit a house, an official said on Wednesday. Authorities initially said a rogue drone damaged the property on the night of 9-10 September. The minister clarified that all responsibility for the damage still lay with Russia, which he said was orchestrating a provocation via unmanned aircraft.

Global Reactions

Denmark said on Wednesday that it would for the first time acquire advanced strike capabilities for its defence, referencing the necessity to counter Russia. The prime minister called it a fundamental change in national security strategy”, stating that Russia would constitute a threat to Denmark and Europe for years to come. This capability will enable the military to hit targets at long range and counter hostile attacks,” officials noted.

This decision sparked a exchange with Moscow’s diplomat to Denmark, who labelled it “irrational” and equated it to “threatening a nuclear power”. Denmark’s prime minister retorted that the ambassador’s comments constituted a menace, stressing, “Russia is trying to threaten Europe and Nato from protecting their territories. Of course, we will not be intimidated.”

Recent Strikes and Incidents

Russia attacked Ukraine with over 170 UAVs and missiles on Tuesday night, military sources reported. Air defences intercepted or disabled 136 drones in multiple regions of Ukraine. Missile hits and 36 strikes using drones were recorded at various sites.

Authorities indicted multiple suspects with security violations regarding an alleged Russia-backed plot to detonate parcels previously in Germany, Poland and Britain. Prosecutors said that the suspects used delivery companies to send explosives hidden in cosmetics containers. These items resulted in multiple blasts: in an aviation hub, in a truck in Poland and a warehouse in Britain. One device failed to activate. Defendants include nationals of multiple countries origin.

Investment Cooperation

Ukraine and the US revealed a cooperative financing initiative linked to a resource agreement with Washington. Each party pledged $75 million to bolster Ukraine’s reconstruction and long-term economic recovery, while reinforcing supply chains for critical minerals.
